Your representative might not serve on the Committee on Veterans Affairs but all congressmen employ staffers to work as a liaison between the veterans in their district and the VA Regional Office you are assigned to.
The VA is overwhelming and there is no shortage of employees at your local VA Regional Office to give you the runaround.
I am not saying that a congressional inquiry is going to work 100% of the time but I can tell you that is has teeth. When a staffer that represents your local representative makes contact it will be marked as “congressional interest” and now the VA has to explain why they have been dragging their feet on you to a member of congress instead of just blowing you off.
