The term “other than honorable discharge” is used to describe the separation of service members who are discharged from the military for reasons other than physical disability or illness, illiteracy, and without reference to any entry in another place on the DD Form 214 (Certificate of Release or Discharge from Active Duty) form, or Entry in Classified Information.

For a service member to be approved for VA benefits, the discharge must be other than dishonorable and the veteran must not have been discharged from the military due to a court-martial conviction or bad conduct discharges.
A less common, but more advantageous method of qualifying for VA benefits is the upgrade process. The VA has specific criteria that must be met in order to upgrade a less than honorable discharge to an honorable discharge, which can entitle veterans to receive access to government-provided healthcare and other military-related benefit programs.
The Department of Veterans Affairs released new guidance policies stating that military personnel discharged under the “don’t ask, don’t tell” rule are now entitled to all Veterans Benefits regardless of their sexual orientation, gender identity, or HIV status.
These guidelines were announced by the Department of Veterans Affairs on the 10th Anniversary of the repeal.
The Veterans Affairs Department’s Denis McDonough instructed VA benefits officials to consider military service members who received an “other than honorable discharge due solely to their sexual orientation, gender identity, or HIV status” as veterans who may be eligible for all veterans benefits.
