By assessing how a mental health condition affects cognition, interpersonal relationships, task completion, and life activities and self-care, a more robust and holistic approach can be taken to evaluating mental health conditions. A 10% minimum evaluation will also be required for having one or more service-connected mental health conditions, and “total occupational and social impairment” will no longer be required to attain a 100% evaluation.
There would be no change to a Veteran’s current rating as a result of these proposed changes. Veterans who currently receive compensation as a result of a service-connected condition may apply for increased compensation if the proposed changes are finalized, but no reductions will be made unless an improvement in the Veteran’s disability is shown.
The public has 60 days to submit comments to VA regarding the two proposed updates via the Federal Register notices located here and here.
