He is in his late 40’s and like me, he was stuck with a 40 VA rating for much of his life and he did not know that he could file another claim to increase his VA rating.

He also didn’t know that he could file a mental health claim for combat PTSD and walk away with a 100 VA rating as a result and after one denial and one higher-level review, that’s exactly what happened.
